Kootenai County’s Board of County Commissioners published protocol for attending the Virtual Public Hearing to take place May 19 at 6:00 p.m. The purpose of this hearing is to consider enacting a new Waterways Restricted Zone Designation, discussed in last week’s post, Your Opinion Counts.
Participate via one of three platforms:
Participation in this public hearing can take the form of observation or testimony. To sign up to participate in the public hearing, please complete the form available here.
- In-person – the best opportunity for representatives of 10 or more to give visual presentations; individuals may testify; not a means to observe and listen to others’ testimony. Due to social-distancing constraints, meeting moderators will allow 10 participants into the meeting room at one time. A queue will form outside the building and individuals will be permitted to enter as others leave the room via a separate doorway.
- Zoom online meeting platform – individuals may testify; representatives of 10 or more may speak; observers may watch and listen to all presentations through the platform.
- YouTube streaming – not a means for providing testimony; observers may watch the meeting live.
Opportunities for Comment
Provide Testimony: If you wish to provide testimony either via Zoom or in person, please sign up in advance via the County’s Comment Form. Moderators are limiting individuals’ comments to three minutes, as is customary in public hearings. Realizing that there is the possibility of group presentations, the County asks that 10 people forfeit their time to a presenter who will be allocated 10 minutes for his/her presentation. Such groups must fill out and return the Group Representation Form.
Submit Written Comments: The BOCC prefers written comments over in-person appearance due to distancing issues. They will accept written comments through May 19, 2020 at 3:00pm. Email kcbocc@kcgov.us. Rest assured, the commissioners read every email received.
